when commuting to work,my thoughts no,because your time to go to work should be your own personnel time,plus they can be targets of abuse and if they did try to arrest people,they could be in personel danger,since some people are very unpredictable particulary if they are on drugs or drunk a lot of alcohol.
Also in their own communitys they and their familys might be targets for bullying even worse. My dad was in the prison service and our house was in a community of known criminals and so we were targets for bullying by the neighbours kids. I know the person that suggested this was to show the public police around,but he has not thought this idea through very well .

They shouldn't wear uniform unless they have all their kit (pepper spray, ASP baton, cuffs, radio etc). Oh, and the ability to call back-up, make arrests and generally be fully functioning police people.
