I once read a book about life in France, that mentioned how the health service worked. Apparently you paid the doctor and then claimed it back. This worked well for doctors (somehow) who prescribed a lot of drugs - they made a good deal of money that way.
Here's a great insight into the world of France's Healthcare. A bit long winded as it's a transcription of a radio feature - but an excellent piece of writing nonetheless.
