Our local police station employs "custody officers" to guard prisoners, log their property, take them to court (etc etc.). They are both male and female to perform those intimate tasks that are best not undertaken on persons of the opposite sex, and I suppose if you take this into account, plus the fact that they have to be employed 34/7, it will soon add up.
The police say employing civilian staff works out cheaper because it releases proper coppers to go and find some more criminals to take into custody overnight. I suppose the cost per head will depend on how many are in the cells at any one time.

I remember some to-ing and fro-ing going on in the late eighties about the cost of keeping inmates in Gloucester Prison, near where I was at college. Back then it was somewhere in the £30k's a year - Oddly enough though - more was spent on housing them and preparing them for the outside world as it was housing and educating me for the outside world!
I suppose I didn't need quite as much security!

Hey Patrick ! Gloucester is my city . What were you doin' there ? It would be a stopover, usually involving getting p***ed after hours at The Yeoman, and staying up over the road at Severn Sound, when they were there.
